Was this court summons a scam or a fake?

I was pulled over by a state trooper in virginia that was driving a black sports car with a crooked blue light on the rear view mirror. Then they allowed me to pay off the court summons with a credit card and it was only $294. Does this sound legit? I thought that yo go to the court summons and then you have a grace period to pay the fine if the DA is going to prosecute you?
